You channel the forces of undeath and call forth an amalgam of vengeful dead slain by your enemies and allies. It manifests as a terrifying tornado os insubstantial howling faces. It occupies the space of a Huge creature and has a speed of 60 feet. It may move once on the turn it is summoned, but is unable to take any other actions.

The tempest arrives in an explosion of fell energy, all creatures within 60 feet must make a Fortitude save or gain 1d4 temporary negative levels. A successful save reduces this to 1 temporary negative level.

At the end of your next turn, the tempest of shades lets out a anguished scream. All enemies within 100 feet of the tempest must make Will saves or be panicked for 1 round, then frightened for 1d4 rounds thereafter. On a successful save, the creature is instead frightened for 1 round and shaken for 1d4 rounds thereafter.
