This ring looks like a ring of mighty blows. If a successful attack does not succeed by 5 or more points, the attack does the minimum damage.

Additionally, the wearer suffer a -2 penalty to confirm critical hits.

Casting true strike and remove curse upon the ring allows the wearer to remove it, rendering the ring non-magical.
