The first time a weapon inscribed with a frost shackle rune hits a target, the rune is expended from the weapon. In order to use the frost shackle effect again, the weapon must be re-inscribed.
A weapon inscribed with a frost shackle rune deals an additional 1d6 points of cold damage on a successful hit and subjects dealt damage by a weapon inscribed with a frost shackle rune must make a DC 13 Will save or be slowed (as the slow spell).
